Once you have an idea of how you are going to run your business, you will be able to make a plan for how many people you need to have on staff and what skills you need them to have. Your resource plan should also include staff training and development. If you can get the skills you need on your staff, you may be able to avoid outsourcing or hiring additional people. You can also make a resource plan for equipment, materials, hardware/software, and more, not just labor.
